Hello Tommy,
The property transfer tax (for the leasehold land) is calculated using a factor.
This factor is used to determine the real value of the land, on which the property transfer tax is then paid.
That was the case for us when we leased our building plot. We only saved money to the extent that a leasehold plot has a lower value than plots from the open market (approximately only 4/5 of a comparable plot, just as a rough estimate).
I think for the exact answer on the calculation, the building authority or even more likely the tax office is available to you.
