House construction in open terrain - costs

In Austria, there are various regulated trades, etc., for which different qualifications are required to practice the profession.

My husband is a restaurateur and currently operates 2 catering businesses in southern Germany.
Since we are expecting a child soon, we want to fulfill our wish and open a catering business in Austria. There should be enough equity available, but it should not be wasted either.
In the open area, since it is a catering business on a ski slope.
With children, he simply doesn’t want to be away all the time anymore, and it should also be financially possible, as one of the current businesses will remain in his ownership.

Now the question for us is which location we choose. Directly on the road or about 300 meters in the open area. We also want to make this dependent on the construction costs.

Think of an additional 300 meters of telephone and power cables, water and sewage pipes, as well as possibly gas and private road on top.

In Germany, I would first be very skeptical about whether such a new building is even permissible under building regulations: starting with the potentially missing secured legal access (can garbage collection or fire brigade reach the house?) to planning and building law in rural areas and up to nature conservation, at least here, a lot more would play a role than just the budget. How it is in Austria, you would have to clarify with the local authorities. Regardless, in my opinion, I would only pursue the more expensive option in the open field further if I expect correspondingly higher revenue from it, for example, because the monetarily cheaper location is unfavorably located for hikers/skiers.

Your profession and private situation have nothing whatsoever to do with the possibility of building somewhere in the middle of nowhere. And if it really is building land at the said ski slope: aren’t there tenders for who is allowed to build there and how??? You are not allowed to just set up a snack stand anywhere either, even if it can be rolled away the next day.

There we are right at the conversation management with the community and the corresponding authorities. Building in undeveloped areas does not seem to be uncommon there. There is even an inn that rents rooms in the middle of nowhere. Guests are transported by snowmobile. The piece of land must be designated for special cases. Whether I submit the formal application depends on the price. A larger turnover of 20-30% is what I think can be expected. And apart from that, we also like the location better.
