Search the web for hydraulic balancing and thermal balancing.
If both are carried out correctly, the heating would reach the desired temperature in all rooms with the thermostats fully open.
The thermostats usually have a scale where setting 3 corresponds to about 20 degrees.
You set the thermostat to the value at which it should regulate down; this is only to prevent the radiator from continuing to emit heat even though the room is already heated by the sun.
This is only relevant for radiators, not for underfloor heating.
If a room is not to be heated, you can turn it off with the thermostat.
