From when does "building" count?

I have been researching many hours daily for a week and still do not understand much. What I plan: I want to build a small vacation house – really just a small wooden cabin – and over the years add a few things: a toilet shed (composting toilet), sauna, shower, etc. (All in a closed cycle without connection to public utilities)

Holiday homes in the open countryside are not considered privileged uses, so no.

In case of doubt, you can also inquire in writing at the building authority.

One or two mobile homes, gladly also with a sauna and shower, would be possible. These would not be structurally connected.

I just want to briefly point out that various forest kindergartens using construction trailers as emergency weather protection still have problems with building regulations.

There is no legal way to realize your project in the outer area. If you park your caravan there five times a year for two to three weeks, no one will probably take action against it. However, besides building regulations, there are countless other regulations you can violate, ranging from federal and state nature conservation laws to local drainage statutes.

Here in Brandenburg, someone once got into trouble because of a stack of firewood, as it is "permanently connected to the ground due to its own weight" and therefore considered a structure... The objection that the employee of the building authority is also permanently connected to her office chair due to her own weight, and therefore considered a structure, did not ease the situation...
