The price sounds like the usual offers from freshly graduated architects not yet registered in the chamber, while the execution sounds like most overpriced rip-off. I would reject the invoice and try to reclaim any payment already made in this regard. The drawing itself, even printed out, remains childish scribbles and as such just a rip-off, selling it at a carnival price. But the calculation of an area certificate according to DIN is a qualified service which, in my opinion, was clearly not performed flawlessly here.
