No, this is not a dressing room. That is just a wardrobe standing the wrong way around. But it is not a separate dressing room. I would reconsider the bathroom when using the basement.

That doesn’t matter at all if you focus on the essentials like TE’s question: the house should be 2 meters shorter and one meter narrower, that’s an approach.

Whether there is one more or less partition wall drawn in – doesn’t matter at all if it’s not an execution plan.

What exactly would you do? A bathroom in the basement for the guest room?
If yes: including a toilet, even if that means a lifting station is needed?

In my eyes, the outhouse is the most important... because when you have visitors and even if you work down there, you don't want to have to run upstairs all the time.
