Fine staking is wrong, who is to blame?

Who appoints the "overall site manager," and for what purpose?

We (the clients) had to commission him because, in Hesse, an overall construction manager covering all trades is required by the building authority.

Response from the former surveyor (me):

What is staked out is what is specified; if that is not clearly defined, you can't really be mad at the surveyor.

I hope at least you made the effort and drove the string framework yourself! Driving a bit of wood into the ground can also cost a good 200-300€... and 200€ for the fine staking-out or follow-up (another 8 nails) on the string frame is a bargain. Travel, setup of the total station, positioning, staking out, documentation. Not much was left for the surveyor. :-)

The site manager responsible for the site manager declaration should, however, also be able to act as the general contractor's site manager for all client-side trades. That would eliminate uncertainty about responsibility.

"Save" is probably the core of the problem, because of course you can buy it all.
