That's true,
BUT
if I pay commitment interest for 50% of 300,000€ loan, for 6 months (0.25% per month) = 6 x 375€ = 2,250€
or for 20 years (with a 20-year fixed interest period) a 0.20–0.50% higher interest rate (at 0.20% it would mean an additional cost of about 8,000–10,000€ more in interest, with normal repayment; at 0.50%, probably 2.5 times that!)
and yes, there are banks that accept calculation based on living space and cost estimation, and only at disbursement do you have to provide the contract with the construction company... and sometimes you can even change the companies... what’s important is that in the end a house of the same size and the same specifications is built.
