100% agree with you. We only placed L-bricks in front of the front door on the east side because we wanted to pave there... The neighbor is also not sure what he wants... so L-bricks so I don’t have to wait 2 years to properly get into my house... we had the rest leveled towards him... either he fills up now like we did, then we have no costs at all, or he does not fill up, then I will set L-bricks sometime.... On the other side of the house we shared everything because on half of it we filled up higher than the neighbor and on the other half he would have had to do something...That already sounds very childish! However, the statement from the new neighbor is also cheeky. I would simply fill up completely and then let the fill naturally slope down on the two sides of your property first. With a 45-degree angle, that might result in about 1m width later... Then you are flexible and can set the L-bricks afterwards if necessary or just fill up against your neighbor after sufficient discussions.
