Fill the ground and create a base plate

Is there a plan with elevation details? You can't answer from descriptions like this. Is there a slope? Development plan? Photos say more than words.

The problem is that the plot is the last plot on a sloping street. Logically, all the water runs onto the plot during rainfall.

My concerns are therefore against a basement; I suspect that WU concrete will not provide any relief there.

In addition, the plot is about 1.30 meters lower than the street level, so it needs to be filled to reach an appropriate height.

So your assumption is that WU concrete is just a pure marketing gimmick and that "waterproof" is not true at all?

That's exactly great for a basement. Just a little more digging and ideally distributing the excavated soil on the property. You could also let the basement peek out of the ground a bit and go to the house with a step. Then the effort is almost zero.
