Experiences with forest conversion in the context of building permits in Brandenburg

Hello dear builders in Brandenburg, has anyone of you had experience with the Brandenburg forestry authority when it comes to converting a parcel of land (249 m2) - as the 2nd part of the entire property - from "forest area" to "building open space" in the course of an application for a building permit? We really have a BIG problem here with the senior forester (district OHV). He strictly refuses the forest conversion, refers to the building permit application, is then questioned again by the lower building supervision and refuses AGAIN, so that NO building permit is granted. We are going in circles and I am really angry at "Karl the Beetle". Can someone give me tips on who I can turn to or how a forest conversion for the partial area (the property is 960 sqm in total) can still be achieved? Many thanks for any hints. U. Reimann

No building permit, no construction. If you believe you have the right to build, you are free to sue against the rejection. Consult a specialist lawyer for [Baurecht]. What does your planner say about it? Did he give an assessment of the buildability before the planning started?

One can only agree, find yourself a lawyer, preferably one who will also take action against the architect.
Converting forest into building land (is that how I understand the question?) is actually hopeless.

He issues a preliminary building permit from 09/2015 stating that the property is buildable. It clearly states, confirmed by the lower building authority OHV, that in 1998 and 2004, these 4 properties (mine is one of the 4) were designated as building land in the land use plan of our city. The nature conservation authority also approved in this preliminary building permit that the areas can each be developed with a single-family house.

What exactly do you need the 249m² for? You still have the 960-249 = 711m², which should be sufficient for a building.

Explain in more detail what is stated in it. As I understand it, about 700 are buildable, the others are just forest.
