Exception from the development plan for a carport?

I need your experience on how to get exceptions/exemptions from the development plan approved.

We would like to put up a carport on our corner plot at the edge of the development area. However, we would then be outside the building boundary. Within the development area itself, there are already exceptions to the development plan, so that people were able to place their carport closer to the street.

I think I read somewhere that if the municipality has already approved exceptions, they must also approve further exceptions – but I can't find it anymore and I no longer have a paragraph for it.

Do you have any idea how to "convince" the municipality that the car

Basically, carports and garages are ancillary buildings and do not create setback areas! Does your BP say something different?

We have the "peculiarity" that the carport is not to be placed perpendicular to the street, but parallel to it. The parking space would be one meter from the property boundary. In front of the carport there are at least 5 meters before it turns 90° onto the street.

Is this still about the same carport?

However, the "discretionary obligation" is not exactly universally applicable.

Since we do not know in which federal state the construction is to take place, it would be advantageous if this information were provided. Then the state building code could be consulted to determine whether it is even a construction project requiring approval.

Please provide a brief update on this.
