Just talk to a geologist who prepares soil reports. Maybe also the expert who prepared the present report. If you like the property otherwise and would want to have it, just go ahead with the report now with the owner's permission. If you buy the property, you would get this done anyway, and if not, the 1000€ probably saved you from a big loss.

Yes, that's true, I have already obtained a cost estimate. I now need to talk to the mayor to see if I can have the expert report done beforehand.

Back to the strip foundation.
If the structural engineer would also agree to that, should drainages be laid directly under the slab? Just to be on the safe side. Or do you have any other tips?

Thanks already for the conversation so far.

You can't control groundwater with drainage. How many hectares do you want to drain? Talk to the architect to see if a combination of deep foundations, filling, and gravel bed is actually the recipe for success. And he should also know roughly what it costs. 95,- is not a high price. It's doable, I think, if it’s not the arse end of the world. Here they charged 115,- — you also had clay, silty veins, sandy veins under 30-50 cm of topsoil. Cellar hardly advisable. Earthworks also necessary. But with clever planning, you can save something there too. Well, and then there’s water 1.5 m below your floor. So what.

That would practically be a basement, just backfilled and without a floor *scratches head*

What does the architect do for a living, or with what substances does he stimulate his spatial imagination?

By the way, I would spontaneously think more of piles than strips. But at least the recommendations by the structural engineer and the geologist are likely more well-founded.
