Evaporation ponds on property - How to construct? What to consider?

Hello! Thanks again for the help! All the options we had considered for creating this basin or replacing it with something else have been reviewed by the authority. A cistern or infiltration trenches would not have been an adequate alternative; the evaporation basin really has to be constructed as required in the development plan. I think we could have managed it somehow, but we decided against the property for other reasons.
