I recommend taking a look at the "Ordinance on General Conditions for Network Connection and Its Use for Electricity Supply at Low Voltage" NAV. Everything is basically stated there. The obligation to tolerate is regulated in §12 NAV. Since the pole is part of the OVN (I assume this, inter-municipal transport does not take place via wooden poles), no entry in the land register/charge register is required, as the pole + line are secured by NAV. The contact person is usually the network operator (not the energy supplier).

Perhaps the mast can be omitted once your house is built, as your roof rafter could replace the function of the mast. Your house must be connected via the roof rafter anyway.
