Directly on the steel (with spacers) makes the most sense to me ...

Unfortunately, I only know spacers that are intended for wood. You should ask at a specialist store. Screwing directly onto the steel beam is rubbish. No, you don't screw directly into the battens either. Spacers go there.

yes, sure, but you can then screw directly INTO the battens (with or without spacing), wherever you want. With steel, you have to (tediously) drill holes beforehand.
