Draw the terrace and parking spaces on the building application

Dear forum readers,

my building application documents are currently being prepared, and the draftswoman said that the terrace and parking spaces must be drawn into the site plan, quote: "The parking spaces and the terrace must be drawn in for the building application; if necessary, these are required for the floor area ratio calculation."
Now my question is, if I, for example, do not intend to make parking spaces at all (not mandatory here) or not create a terrace, why are these then necessary for the floor area ratio calculation or for the building application?

Maybe you have already had similar experiences.

If you want or are allowed to build without a terrace or driveway, you can do it and then indicate nothing. However, the building application requires a drawn plan sketch showing how the house is situated on the land, access, etc. That is then final. No terrace in the plan means no terrace in reality. Otherwise, it is illegal construction.

But I find it difficult to decide on an exact location for the terrace right now. I would rather decide that after the house is built, based on the sunlight, etc., and how the house then appears on the property. I can’t know that yet. Am I not allowed to enlarge or relocate the terrace later?

There don’t seem to be many Berliners in the forum, and the experiences of the "foreigners" are not so easily transferable to Berlin, as your other thread has shown. I will write something anyway:
I would not depict anything that is not necessary. Especially not the things that do not require approval, because you can build those later without much effort. However, you then run the risk of violating regulations that you do not know or misinterpret.
Here in NRW, a floor area ratio calculation in the §34 area is not necessarily required. The authority can demand it, though, and also that of the neighboring properties, in order to check the integration requirement regarding the scale of structural use. If your architect has to provide this proof and calculates your floor area ratio without terrace and parking space and you build them later without approval, then it could be that your house no longer fits in.
Of course, this is very hypothetical, and the chance that anyone checks the floor area ratio afterward is close to zero, unless you asphalt the entire property.

I would be surprised if anyone in Berlin objects to the terrace on the house being shifted by about a meter or so. No one would care unless it affects the [Baufenster] or something similar. But that is just a guess.

Draw one in and build what you like. Our outdoor facilities only share the plot with the building application
