Drainage in front of garage door is missing / correct it? Defect?

Hello everyone,

for about a year now our new garage has been standing in front of the house. It has a door on the left side.
In order not to make the driveway too steep, the garage had to be set lower than the front door, and unfortunately we cannot access the garage door on the same level. Almost at the last minute and to our surprise, a step was created there.
We didn’t think much of it and it doesn’t look too bad visually either.

Last week, after two days with thunderstorms (not a lot of rain, just normal showers), I noticed that water was standing in front of the garage door. It was almost enough for it to run into the garage. Only then did I realize that there is no gutter/drain or anything like that. I am attaching pictures here.

A call to the architect revealed that the joints of the slabs are filled with "permeable sand." Due to our work in the garden, these are now clogged with dirt and "you just have to clean them so that the water can drain again." He does not want to see this as an error or defect.
Can this really be the solution? Isn’t something simply missing at this garage door? The landscaping company currently working for us said that this is clearly a defect and we should make a complaint.
What do you think?

The threshold of the door is about 7 cm above the stones at its highest point.

What do you want to hear now? I have only seen an ACO channel so far at a garage driveway or in front of a carport! Never at a garage door. Besides, it wouldn't have helped you anyway because you have to connect the ACO channel to the drainage! Do you have the possibility to do that at this point? Or did you simply not think about it? If not, that would be the end of it. If the landscaper can't find a KG pipe, he can't connect anything either. This is just my opinion.

If no drainage is present, I would build a channel and lead the drainage into the lawn area or beds... far away... this will surely help to significantly alleviate the problem

Is there a reason for this aggressive tone? I am only asking for advice here. I am interested in whether, in your opinion, it makes sense to dispute a defect with the craftsmen who made this step or with the architect as the site manager, or whether from your point of view this is acceptable as it is.

Concrete paving is considered permeable, so the issue with the defect becomes difficult. Nevertheless, a solution must be found for you, for example, think about winter -> snowmelt water will sooner or later end up in your garage. Is the terrain anywhere lower than there so that a drainage could still be created? Or is the unwanted basin already the lowest point in the area, then it becomes more difficult.

We have already been through the first winter, but there was hardly any snow. Unfortunately, this unwanted basin in front of the garage door is pretty much the lowest point far and wide.
The landscaper said they would remove the rearmost stone in front of the door threshold and put a drainage layer or something similar in there? We have only briefly discussed it so far because he said I should first declare it as a defect.
