Does a developer have to dispose of earth excavation?

Hello everyone, we are currently having a semi-detached house built by a developer. RIGHT SIDE As you can see in the photos, a large pile of excavated soil has been heaped in the back garden. You can see the previous terrain profile here, unfortunately I don’t have a better picture The pile photographed from the upper floor The relevant point in the construction description Apparently some of the excavated soil has already been removed, as one truck was loaded, we didn’t notice more due to time constraints. Now the site manager said that the remaining excavated soil will just be spread around. Of course, this will create a difference in height. How do you interpret the phrase "Removal of excess excavated soil"? Is the developer responsible for all the excavated soil, e.g. everything above the natural grass surface?

Developer or general contractor/subcontractor? Height differences are there anyway, right?

It's much better topsoil. Be happy. Otherwise, rubble from other construction sites will be dumped.

Developer, plot and house from a single source. Contract for work and services. The problem is that the plot is no longer accessible by excavator and truck to be hauled away. (the semi-detached houses now each have garages on the sides up to the boundary) The developer apparently has permission to drive onto our plot with an excavator via the left neighboring plot in order to spread soil. (where the vegetated strip of excavated soil lies on the left, that is the property boundary of the other semi-detached house.)

Are you concerned that there is too much slope somewhere on the property? And if so, in which direction?

Is the resulting terrain profile not even specified in the building permit? Then one could see whether it is done as planned.
