Utility provider certainly 25-30K€. What about wastewater? That's the most expensive. Such a length easily costs 50K€. Would one connect to the 3? Would they then want part of their development costs reimbursed?

What do you mean by connecting to the 3?
Street paved with rolled gravel.
Electricity and water are already laid, but at least the sewage pipe doesn’t look like it could supply two households in a worst-case scenario.

Can the works usually be commissioned separately and do the suppliers then still lay the cables/conduits? Or are empty conduits installed directly if water/sewage has been done?

At least not with us. Every provider, unless they dig alone, usually has a subcontractor on hand who then does it on their behalf. On private property, we could dig alone and received a credit.

Just as a rough figure. Water pipe in public ground 100€ per running meter. I can't say for sewage, as we didn't have any. Electric was 30€ per meter.

Completely irrelevant, it is too individual. Prices vary greatly regionally and the situation on site is unknown, whether/what can be used additionally. You cannot expect more than the mentioned rough estimates here.
