If the neighbor (e.g. because he is a farmer) were allowed to build there, I would sell him the land. He will certainly pay more than just the price of agricultural land - but certainly not the usual building plot price (knowing that only he can build).

Let the neighbor check through that you yourself intend to build there or will have it checked. That could bring some movement in the purchase price.

If you don't want to use the area for other purposes, I would be grateful to find a buyer who would pay more than the price for arable land. He will be the only one willing to pay more than the arable land price for this land. Be glad!
