Create a slope under 60 degrees

Hello,

unfortunately, the development plan states that I am only allowed to build a 60cm high garden wall.
My property is not level; I have to raise it by about 2m.

Now my question is, does anyone have a 1.4m high embankment?
If so, are there problems with landslides or is everything quite easy?

Frame Challenge: do you have to fill everything up? We also have a bit more slope than expected and will (according to current planning) not fill the entire property but rather catch part of it with a small retaining wall at the terrace and then slope down a little again at the boundary. Otherwise, I can recommend the book "Der neue große Gartenplaner" by Peter Wirth on this topic. It has a complete chapter on the subject of terrain modeling.

Depends on the fastening and the slope.
60 degrees slips and is not maintainable
