Costs for plan preparation

Hello everyone!

My better half and I are currently planning the construction of a single-family house for next year. Through conversations with various friends/acquaintances who started building in the last few months, we learned that most paid around €1,000 - €1,200 to their respective construction companies for the creation of the submission plan. Now we have an offer from a Dipl.-Ing. who charges €2,000 for the plan creation (no static calculations, etc.). My question is whether this price is justified, since he "only" creates the plan and doesn’t have any further benefit like the construction companies.

According to HOAI, LPH1-4 can also gladly cost over €10,000. What serves as the basis for the preparation of the input planning?

Sounds like design phase 3/4 based on existing sketches and is already justified for a normal single-family house, I would even say reasonably priced...

You have to be a little careful. Because basically, fees for architects and engineers are regulated in the HOAI. Contradictory agreements are often invalid, and this applies in both directions.

So it could be that you agree orally (or even in writing!) on €2000, but according to the HOAI, the service would have to be remunerated at, for example, a minimum rate of €5000. Then the architect/engineer could send an invoice for €5000, which you will probably have to pay. Of course, it doesn't have to come to that. Most will keep their word.

That's why the quotation marks, the statement refers to the fact that the planner creates the submission plan, but the construction company also provides other services and calculates accordingly. No evaluation was intended.

Thanks in advance for your assessments! There is a written offer for the amount. Since this is our first construction project, one tends to be a bit overly cautious from the start.
