Costs for earthworks, drainage, and supply line works

we are planning a new single-family house in the North-West Bavaria area and the costs for the earthworks with utility lines are, according to the initial offers, quite out of line. Based on the compilation under , it mainly concerns the area 3. Earthworks (where the offers are rather at double to triple the expected costs).

It should actually not be due to the property conditions. The plot is in a new development area and has been leveled by the preparations. With an almost square plot of about 500m², there is little slope (about 1m over 20m). Soil report says class 4 and we are building without a basement, but with a slab on a frost-proof foundation cushion (house has 98m² area).

Advice on finding the right provider for the right price is welcome.
