Construction supervision despite TÜV-5 phase inspection

Hello everyone,

we are going to buy a house from the developer, who advertises with a 5-phase inspection by TÜV. I have now read on the internet that TÜV secretly works for the developer and reports from the developer are not handed over to the buyer.

Would you recommend an independent construction supervisor?
If yes, can you recommend someone in the Duisburg / Mülheim an der Ruhr / Oberhausen area? Is an independent expert or associations like [Verband Privater Bauherren] or [Bauherren-Schutzbund] better?

May I say something? You are very afraid. You want the construction performance description to be checked independently, you give the contract to a lawyer, and you only trust nonsense with the TÜV supervision. This will be a stressful business for all involved. You want a property developer, which means he is the client, not you, who builds, and you then buy the finished product from him. If necessary, you have previously discussed some special requests, like with a car, and he does that because you committed yourself to buy. No matter how you approach it, you will have to trust him; he doesn't even have to let your independent expert onto the construction site, since he is the client. Your car mechanic is also not allowed to go into the factory in Wolfsburg to check whether the brakes are properly installed on the assembly line. If you don't have this trust, you have to build with your architect. Also pay him. Karsten

hmm of course we trust the developer to a certain extent. But one is allowed to seek advice in various respects. If I were already sure that I wanted construction supervision, I wouldn't have asked the question here. I would have expected factual answers here!

The factual answer Northlys gave is that if you are really working with a developer, they do not have to allow your site supervision on the construction site until handover. You should clarify that beforehand.
