Construction obstruction notice due to low temperatures

Hello dear forum,
we are currently building a single-family house (brick by brick) with a general contractor. The foundation slab was poured 3 weeks ago, and now we have already received the 2nd construction delay notice "due to current minimum temperatures below 5 degrees." The first was for 3 days, now it is another 9 working days.
Unfortunately, this is also stipulated in the contract, so we had already expected it. However, two things make me suspicious and I would like to hear your opinions on them.
- The lead time to resume work is expected to be 14 working days!
- On neighboring properties that are working with the same GC and civil engineer, work continues diligently!

I find both points very strange. Why do you need 14 working days to start the project again?
Why is work continuing next door?

Currently, temperatures are always around 2-3 degrees, so that is understandable. The next step would be to build the ground floor walls, which is unfortunately at a standstill.

Which region are you in? Are the same works being carried out on the neighboring properties, or are they further along? Yesterday, the in-situ concrete ceiling was poured at our site. According to the general contractor, he can continue working/masonry as long as there is no frost.

Region: Brandenburg. The neighbors are currently having the first floor built, so basically equivalent work... It just seems to me as if he wants to gain time. Why else would 14 days be necessary for a restart....

There is no frost yet, so you might be next. A polite question to the boss/site manager/foreman could be helpful
