He relies on his expertise. Learned knowledge, studies, further training as well as empirical knowledge. At least one can expect that. And he certainly has calculation software.
If you calculate the effort per line (one line = one damage including measures and costs) of the table, you get 45 minutes. That seems way too high to me!
You can’t just multiply every damage by x. An expert charges an hourly or daily fee.

Since I pay him on an hourly basis, I naturally want him to only charge for the hours worked. What I see is the document from him.
