Construction delay without completion. The house simply is not finished

Isn't there a lawyer, business economist or similar among the 14 builders (couples?) who can make well-founded proposals? You 14 (+14?) have presumably already formed an "interest group," right?

The others see all this surprisingly relaxed. Nobody is really taking action at the moment. Everyone currently assumes that the houses will be finished. Just much, much later. Which could also be the case. But insolvency is also not so unlikely since apparently everything is planned very tightly. Well, now an expert will probably have to clarify what is best now. We always only pay for completed work. But the situation is definitely unfortunate....

The question you have to ask yourselves: Can someone else finish building the house for you with the unpaid positions and your remaining budget? And does the BT have any claim (insolvency administrators are ruthless about this) to any payments you don’t see? And so on... So I also consider legal advice indispensable. And cautious action. I consider later offsetting of your additional costs very dangerous!, especially if it really comes to insolvency. Then you have to pay first, and then recover your costs pro rata (with a 1-5% quota if things go well :oops:) I’m always amazed at how naive many people (I include myself) act with what is usually the biggest investment of his/her life. With the motto “It will work out.”

Yes, legal advice is probably advisable here. The interest lies in completion. Possibly a modification of the contract could be made so that you pay the craftsmen and materials directly and the BT only receives payment for coordination. In any case, if not too much advance performance has already been made.
