There is a difference of 25 percent less primary energy demand and 20 percent higher thermal insulation between the Energy Saving Ordinance 2014 and the currently valid Energy Saving Ordinance 2014 (tightened version) or also called Energy Saving Ordinance 2016, valid since 01.01.2016.

The question now is, if the current Energy Saving Ordinance is not meant in the construction service description but the old one, who will bear the additional costs and how high are they? Or rather, how should we approach the provider for clarification? Here I have read something about 4-20% additional costs, which is of course crucial for financing and also the overall project. Because building is definitely only allowed according to the new standard.

But with Kfw 70 you were already 30% better.

The tightening is however another 25% (from 2.4 to 1.8 [nähere Angaben zu den passenden Werten auf die Schnelle nicht gefunden])

The current Energy Saving Ordinance 100 is not 25% stricter than the Kfw70 valid in 2014. It is roughly the same.

That is correct - however, I agree with ; current contract material is preferable. Assuming that the original poster wants to achieve old KfW 70 (and not approximately), the Energy Saving Ordinance (without tightening) is not the right approach; apart from the fact that its providers are no longer allowed to build according to the old Energy Saving Ordinance if there is no building permit for it.
