Hi,
as already mentioned, an exact assessment is difficult, but I recognize three things:
1) At the wall-ceiling junction, there is rarely condensation water that pulls into the interior of the room. Condensation water from the drying of the plaster and the residual moisture, e.g., in the screed, usually deposits evenly on the wall. The pattern is rather unusual.
2) The wall shows a yellow discoloration with unclear lines. This is a relatively clear damage pattern of water intrusion which has already dried out again and comes from the interior of the component. Condensation water usually does not show these discolorations. At least I only know this damage pattern from typical water damage.
3) The ceiling seems to be painted or plastered and the paint is already peeling off again. If this is condensation water, the coating was applied too early.
Also: If the construction manager is on site after 2 hours when condensation water is suspected and says the problem is already known, I would be a bit skeptical.
Additionally 2: If it is condensation water due to a thermal bridge, it should not occur as strongly here even in an unheated building.
