You do not need a permit for private use, but it must be reported.
The reason for this is clear. Wastewater fees are calculated based on the drinking water taken from the public supply network ;)
It has sometimes happened that a pipe from the well ends up in the house. In our area, well drilling companies receive a bonus from the authorities for reports if the homeowner has accidentally forgotten to report it.
However, it has happened that there was an old well on the property that only needed to be renovated ;)
