Clinker / facing bricks damp, not drying - defect? Procedure?

I first had to google "Rollschicht Fensterbank".. phew…. there are some terrible pictures of the same problem.. Maybe you could lay a deeper board on the Rollschicht at the garage window for a few weeks, so the water drips from there onto the ground and doesn't run down the wall. Then you'll see if that's the cause.

I would rather guess mortar or stones. That's how it looks visually.

Acquaintance with quite a bit of construction experience was here yesterday and also took a look at it. Opinion: Something is not right, he suspects the sealing foil is either not properly connected or damaged. It needs to be removed and redone. The roller shutter cover and two or three rows of cladding need to be knocked out, the window removed again, and insulation/foils redone. Well, my contractor will be thrilled when he returns from vacation tomorrow...
