No one is playing interest rate god. Firstly, the table above applies and for more in-depth reading, I recommend the appropriate cited paragraphs.
The authority only approves and is the point of contact. Whether good or bad is another matter. Most probably do the job for quite a long time, although none of them are bankers. At least those there know the rules of the game. And the (political) rules come from the state of NRW. And it is completely irrelevant what the municipality does with its own funds, as that is irrelevant.
Please always keep one thing in mind... the people there usually hold the stronger leverage. And you want tax-privileged and subsidized credit funds on unbeatable subordinated terms. No one is forcing you to go through this "ordeal."
I can only tell you that it can be worthwhile if you have the right patience and work together.
From your threads, I keep reading that you want everything as cheaply as possible but give nothing in return. Your attitude towards the caseworker is, even if justified, quite off. Maybe that person has just beaten cancer and is not yet fully back on track. Even if it is unpleasant, understanding or at least professional distance should be the minimum.
