Building plot costs for land with two construction phases

Hello,

I bought a building plot in the municipality of XY in Bavaria at the beginning of 2019. The building area consists of 2 construction phases. The municipality purchased a field of approximately 25,000 sqm around 2010. In 2011, the first northern construction phase (about 10,000 sqm) was developed and built upon starting in 2012. In 2018, the second southern construction phase (about 15,000 sqm) was developed and has been available for construction since early 2019. And it was exactly in this 2nd construction phase that I bought a building plot. Now I noticed that I paid 26 euros per sqm purely for the land costs when I bought it (so without development costs, including development it became about 80 euros per sqm). However, the neighbors from the northern first construction phase only paid 22 euros per sqm back then. My question is therefore, is this even lawful? The land itself, i.e. the field, was purchased by the municipality in 2010 for the same price. Are they allowed to raise the price by 4 euros per sqm? A municipality is not supposed to "profit" from a building area. But that is exactly what they are currently doing, in my opinion.

Why shouldn't a community be allowed to enrich itself? Where does it say that?

I would also doubt that... In our area, the city has just auctioned off plots for a development on former farmland. The bids ranged between 3 and 400€/m². The city probably made a few euros on that as well.

Are they doing that? Or are they just adjusting the price according to the normal price increases? And honestly - with a 4€ surcharge per sqm, you can't talk about profiteering. That's still practically a giveaway. We're talking about 2,000€ for 500 sqm. Better look forward to the increased construction costs.

Imagine, presumably they bought the field for 5€ and now you have to pay 26€ plus development costs. What a thing.

Of course, the municipality must and should act economically, as it acts in the interest of all its citizens. Why should land be sold below price? That is completely against the interests of the municipal members and benefits only a few individuals.
