Building permit with condition: Do not pave the front garden

The building authority informed me that Paragraph 9 of the NRW building regulations opposes the planned project. According to this, apparently only necessary areas may be paved. Even a double driveway width of almost 6 meters (in front of the two garages) apparently has no chance of approval. (although at least six houses in the village have it; supposedly all unauthorized according to the building authority) now I am supposed to make a single driveway that only widens to five meters just before the second garage.
