as a side question:

why was the property bought before the soil survey?

we first had a survey done and then, at least to have cost certainty during the foundation, we bought it.

a property is usually always "sold as seen, without warranty."

to avoid unpleasant surprises, a survey is basically almost a must.

sure, you can always be a smart ass... but I’m still interested why it’s done that way.

In the wider Munich metropolitan area, good and above all affordable plots of land are not really plentiful. In my husband's hometown, we were able to get local resident land, the price is at 1/3 of the normal sale price. Not because the soil is bad, but because it is so cheap under the local resident model.

My husband wanted to go back to his hometown and I also find the community very nice.

So we wanted to move to the community. Well, now we just have to swallow this bitter pill :-/

You can get gravel for filling from us very cheaply. Munich gravel plain... there is gravel in abundance. Then the filling won't cost you that much. (You can also pick it up yourself with trailers and rent a compactor and do the compaction - that takes a bit of time, but you don't have to pay 25,000€.)
