Building Inquiry: Which neighbor's signature is required?

Hello everyone,

I am currently working on a preliminary building request because there is no development plan.

Now the question is about the neighbors' signatures. Which neighbors do you have to ask?

Direct neighbors are clear, but what if the neighbors are separated by a stream/river, or if there is a large piece of meadow in between?

Good morning. The good man referred me to the [Flächennutzungsplan]. In this plan, the property is listed as "partial use as green space". A change in land use is currently underway here. Best regards Holger

I am not sure if this helps or fits into this thread:

When my uncle decided a few weeks ago to finally fulfill his dream of owning a home, he bought a CD where he found pre-made construction contracts and other important templates and tips for him. This new VOB has changed quite a bit.
I myself am still too young and too poor for a home, but I have already dealt with it and watched over my uncle’s shoulder a lot. You really have to pay attention to an incredible amount...I think my experience will help me later!

For a preliminary building inquiry, signatures are not required yet, right? This would only be the case for a building application, wouldn't it? A preliminary building inquiry can be relatively simple. If the land use plan is currently being changed, building (preliminary) inquiries are probably put aside for the time being with the reference that the land use plan is currently being revised.
