Building ground not sufficiently load-bearing - is soil replacement sufficient?

Hello everyone

Recently I acquired a plot of land. Basically, in my region the soil is always a factor when it comes to load-bearing capacity, which is why it is often necessary to construct pile foundations. I wanted to avoid this as much as possible and had found a plot that supposedly should be unproblematic.
In the neighborhood, there are 80-year-old houses all around including basements, and also a conversation with a local soil expert with experience in the building area gave me hope that this could be handled quite easily.
Now the soil expert of the construction company has completed his assignment and presents results that shocked me. Medium stiffness modulus about 2.5 and the recommendation to carry out a pile foundation.
In a phone call with the expert, he said that it might be possible to aim for a shallow foundation by means of soil replacement, but he sees the chances for this rather low.
Are there any experts among you who could give an opinion on this?
Could I still avoid a pile foundation by means of soil replacement?
The groundwater starts at 1.15 m depth.

Which forum member is supposed to negate the expert's report on site?
The contractor will not do anything other than what his expert says.

Your second point is certainly not up for debate, but I didn’t even ask/say that. Just as no one should negate the expert report. My question was whether anyone with similar conditions (whether experienced personally or professionally competent enough to assess it based on the figures) has carried out a foundation by means of soil replacement or can perhaps say why this didn’t work out. A suggestion that, as mentioned above, came from the expert himself; even though he then relativized the probability again. Basically, however, he brought it into play. P.S. Why is it that in every forum there are people who actually cannot respond meaningfully, yet still cannot hide why they consider the question unwise?!

As long as unwise questions are asked, such follow-up questions cannot be avoided.

Seriously, if you want a second opinion that carries weight, commission a second expert report from another service provider. Or direct the follow-up question to the first one, under what conditions they can recommend a different form of foundation.

Better be glad that this has now come to light (hopefully before the property was purchased with the expectation that no pile foundation is necessary)

If a pile foundation is planned to a depth of 2.5m and groundwater stands just above 1m, what kind of soil replacement do you expect then? Certainly, more than one meter will be replaced and then you start pumping out water to keep the pit dry. Then you can probably use piles again.

But to make it short... You will only get a different solution from another expert. And even that is not guaranteed.

PS: Maybe a cellar will help you?
