You have to clarify whether and what you are allowed to build on the plot. It’s best if you call this government number 115 and ask exactly this question (have the address of the plot ready ;-)). Afterwards, I would have the soil composition checked (or check it yourself). This significantly reduces uncertainty in cost estimation. At the same time, look at construction signs in new development areas to find out which companies are active. If you like a construction site/a house, you can approach the company and get advice there. For financing, estimate flat-rate €30,000 for ancillary building costs, €30,000 for exterior work, and €1,400 to €2,000/m² planned living area building costs. It doesn’t need to be more precise at the beginning, IMHO. Then you can roughly calculate with freely available interest rates how long it will take you to pay off at which rate. Then see if that works for you. Then you either drop the subject or come back here again ;-).
