Do you already know the costs for the building application?

We decided on a construction permit-free solution over the weekend. It will also get a folding door and will be picked up in September.

I hired a civil engineer who did it for 950 net (on invoice). The architectural offices quoted defensive prices for sauna & arbor where, for example, the sauna builder provided all the drawings!

Defensive prices = €3000

The defensive prices are really outrageous. Especially when the documents are provided completely. However, the author has to be liable. Maybe that is exactly why the prices are inflated.

For garden sheds and saunas with electric stoves that are installed by the manufacturer... what should they be liable for there...?

There is a completion notice, then maybe someone comes out, and if a beam is wrong, the manufacturer has to fix it.

In practice it may be like that. On paper, however, the designer is responsible and they make sure to get paid well for it. Probably also because "it's just easy that way."
