The bubble wrap provides protection against mechanical damage and transports water away. The actual basement wall and insulation should be waterproof anyway.

Then nothing will happen at first. But over time, moisture spots will appear because the water is not drained. Before your landscape gardener fills the area, be sure to have the gap closed. The area that has already been installed practically screams for remedial work.
