Bubble wrap not sealed

Hello, we have the opportunity to buy a house that is still under construction. The bubble foil around the base appears to be missing a piece; is this a major problem?

Yes, the house could collapse on itself ;) . No problem if you take a shovel and just insert a piece of bubble wrap.

When I see such sloppy workmanship, I would take a close look at the rest as well. The question almost screams for an expert consultant.

Is there something water-repellent on the gray base?

Although such a dimpled membrane is often installed "by the client" or by the landscape gardener (not by the building contractor/general contractor), I would first ask who installed it...
