Boundary distance building plot / forest

Once again: if it concerns building (house construction), the state building regulations apply, not neighborhood law. If you own a forest, you must establish a boundary with your neighbor, then refer to neighborhood law.

The building authority says I do have a building plot but the neighboring plot is a forest and there are concerns about construction due to the proximity to the forest but I should settle privately with the forest owner before applying for a building permit. Only he is stubborn and has his trees up to the property boundary or the branches over my property.
