Ok, interesting.

What does pure utility basement mean in this case?

All interior walls included?

Basement stairs included?

Electrical installation included?

Windows included?

Light wells included?

Drainage included?

...

Sorry, the price seems unrealistically low to me...

But you also need a slab under the basement, so doing a complete offset calculation like that doesn't quite work either.

The surcharge also seems very low to me.

We (approx. 9x10m, slight slope) also have a utility cellar (precast cellar poured on site with 220cm finished ceiling height), 2 light wells, concrete staircase, interior walls, 4 windows, external insulation, drainage with 4 flushing shafts and all "penetrations" (for brine pipes, water, wastewater, electricity, media - incl. 5 Dolmar seals) paid < 40k €. Excavation, tiles (floors and cellar staircase), plastering/painting (outside and inside), underfloor heating/screed and doors extra (self-performed work).
