so if you have his address, a letter is certainly the best option, unless you know that he definitely wants to sell. express your purchase interest in the letter and he can think it over. after 2 weeks, you call (if the potential seller doesn’t get in touch) and ask. then he had enough time to consider whether he even wants to sell.

ps: properties that are fantastic in terms of location are probably rather not for sale usually there is a reason why someone bought this property. empty plots are probably rarely inherited and then left undeveloped (or unsold).
