The problem is likely to be the radiators. If the basement rooms and the room above the garage are actually supposed to be warm, then the flow temperatures cannot be lowered too much and the heat pump runs inefficiently.

If the rooms are only going to be used occasionally (e.g. as a party room), it may make more sense to lower the flow temperature and only heat the rooms electrically as needed.
