Areas for determining the number of floors Lower Saxony Building Code

Good evening,

now I need some advice regarding building planning.
For our plot, the eaves height (4.75m) and the number of full floors (1) are fixed.
A city villa as planned is therefore out of the question.

Now I am planning a house in a townhouse style but have problems avoiding the top full floor.
Therefore the question:

Which areas are compared with each other according to the Lower Saxony Building Code? On the upper floor, it is the area that lies under the fictitious 2.20m line. I understand this as the gross floor area without deduction of walls. Since my exterior wall on the sides is less than 2.20m, the question of whether I measure "completely outside" is irrelevant here – but at the gable I do wonder whether I measure the inner edge or the outer edge of the MW?
The reference for the ground floor is the base area – accordingly, it should be the area at the outer edge of the building but without deduction of walls, right?

If I use the gross floor area, I don’t reach the desired goal ;)

I don’t necessarily see it that way; sometimes setback recessed top floors on both eaves sides are considered possible.

To my knowledge, the enclosing walls are included, but with a fictitious 0 cm thick exterior wall – so you don’t need to deduct fictitious 11.5 cm knee walls – at the 220 cm height line.

Okay, and then does the external dimension count in the Eg?

For VGigkeit this area does not matter. What counts is what is in relation to 2.20m to the ground floor. 2/3 to…

… floor area! Not living space. That would then be exterior dimension, yes.
But beware: At the top outside you will come to about 1.75m… unless the BoPls take even more height from you.
