You can forbid children from running around in the hallway?!?

You can forbid anything. You just have to consider what the consequences are for non-compliance. ;)

I am more surprised about the motive. Are they not allowed to use the bathroom at night?

We have a child who prefers to stay up late at night instead of sleeping (5 years old) and splashes water in the bathroom and does other nonsense upstairs, so quietly that you don’t notice. And that’s where the light is practical, which then "gives the child away". Don’t worry, you can safely forget unnecessary scenarios that our children are not allowed to use the toilet .

Now even children are being monitored 24 hours a day....tsk tsk tsk....not even free play is possible anymore in this dictator state.
