In my opinion, it needs to be clarified why the development plan allegedly requires an enclosure. That can only be related to the noise emission. Then you simply buy a suitably quiet device that does not need the enclosure.
Such an air heat pump has a huge air throughput that should not be obstructed. Any enclosure is a compromise with certain efficiency losses. During the warranty period, I would only use enclosures offered or approved by the pump manufacturer.
