But doesn’t the energy saving ordinance require every room > 6 sqm to be equipped with an ERR?

Do you perhaps just have "grouped" ERR? Basically a control that changes the flow in several rooms at the same time?

If nothing helps, have 25l buffer storage installed. I believe the efficiency loss is so small that I’d rather accept it than argue with the heater forever.

I’m going to wait for the letter from the IB now, then submit the application. Depending on the decision, I will then deal with the heating engineer. I still have about 10-12 weeks time. Maybe it will work out as desired anyway, or I will have to/may have to make compromises. (Powerless-open actuators etc...)

Just have the buffer installed in the return flow instead of as a separation tank. Then you have no losses at all and everyone is happy. If I were the heating engineer, of course I would also want to install the buffer according to the contract, as it also brings him money.
